PRE_SAFE establishes a cross-border cooperation ecosystem of volunteer disaster response organisations to improve preparedness for climate and human-induced disasters. By strengthening collaboration, training, and equipment across Hungary, Romania, Slovakia and Ukraine, the project enhances regional resilience and enables coordinated, effective emergency interventions.

The HUSKROUA border region is one of Europe’s most flood-prone areas and increasingly threatened by climate-induced hazards like forest fires. The project focuses on coordinated action in the Tisza watershed, where both natural and human-induced disasters impact communities across four countries. Volunteer disaster response organizations are key actors, yet their capacities, training and equipment vary significantly across the region.

PRE_SAFE aims to enhance cross-border collaboration among volunteer emergency organisations, building a cooperative ecosystem to improve resilience and regional safety. Through risk and vulnerability mapping in the Szabolcs-Szatmár-Bereg County (HU), Satu Mare County (RO), Trebišov District (SK), and Mukachevo and Uzhhorod Districts (UA), evidence-based interventions will be designed, especially in civil protection, disaster management, and climate adaptation.

The project will issue policy recommendations to ease legal and administrative barriers that hinder cross-border disaster response. A joint intervention matrix will guide harmonised, post-project operations, while a coordinated equipment fleet will enhance joint actions.

Capacity-building initiatives such as e-learning, field trainings, and cross-border exercises will professionalize volunteer teams, equipping them with the necessary knowledge and tools for effective action. Public awareness campaigns will further increase community resilience to climate- and human-induced risks.

PRE_SAFE takes a holistic, cross-border approach to disaster preparedness and prevention, uniting partners from all four programme countries. Its focus on long-term collaboration, strategic planning, and institutional strengthening is vital for mitigating the growing impacts of climate change and fostering a safer, more resilient border region.
