4_SAFE is a cross-border initiative between Romania and Ukraine, aimed at enhancing community preparedness and response more effectively to natural and human-made hazards. The project brings together Maramureș County Council, State Emergency Service of Ukraine in Zakarpattia region and Maramures County Emergency Situations Inspectorate ”Gheorghe Pop de Băsești” to develop lasting solutions for emergency preparedness, climate adaptation, and regional resilience.
Key actions include the construction of a modern training center in Baia Mare, training students and relevant institutions/organisations to respond swiftly and effectively in crises. In Ukraine, the project provides specialised emergency vehicles that will improve response capacity in the Zakarpattia region.
In addition, the project includes the planting of 20 hectares of forest in high-risk areas of Maramureș. While located in Romania, this green infrastructure has a cross-border effect: it reduces flood risk, improves soil stability, and enhances biodiversity for the entire region, benefiting communities and the natural ecosystem on both sides of the border.
By combining innovation, shared learning, and coordinated action, 4_SAFE supports the programme’s goal of a safer and greener border region. Its long-term impact will strengthen cooperation, enhance institutional capacity, and empower over citizens to face future challenges with greater resilience.
