GOAL

To establish a sustainable four-country community network connecting local leaders and municipalities from Western Ukraine (Chernivtsi, Zakarpattia, Ivano-Frankivsk regions) with partners from Bulgaria, Romania, and Slovakia — to strengthen democratic governance, build project design capacity, and develop future Interreg collaborations.

OBJECTIVES & EXPECTED RESULTS
1. Build Local Leadership and Institutional Capacity
Objective: Train at least 15 leaders from 15 Ukrainian communities in partnership with municipalities from Bulgaria, Romania, and Slovakia.
Expected Result:
- A strong network of motivated leaders equipped to design and implement international cooperation projects;
- A foundation for joint regional initiatives under Interreg and other EU programs.

2. Develop and Launch SMART Local Initiatives
Objective: Facilitate the co-creation of 15–30 local SMART initiatives addressing community needs and aligned with cross-border development priorities.
Expected Result:
- Practical, measurable local projects that can serve as pilots for larger cross-border cooperation;
- Stronger community ownership and readiness for sustainable collaboration.

3. Mentorship and Project Development Support
Objective: Provide hands-on mentoring and expert consulting to turn local ideas into quality project proposals.
Expected Result:
- 2-3 ready-to-submit project proposals tailored for Interreg, Horizon, Erasmus+, or other EU programs;
- Enhanced competence in strategic planning, donor communication, and project management.

4. Strengthen International and Cross-Border Partnerships
Objective: Build a long-term cooperation platform between Ukrainian, Bulgarian, Romanian, and Slovak municipalities and civil society actors.
Expected Result:
- Creation of a sustainable transnational network;
- Memorandums of Cooperation signed among partners.

5. Long-Term Impact
- Stronger culture of collaboration between local government, civil society, and business;
- Increased participation of Ukrainian border regions in European cooperation programs;
- Greater integration of Ukrainian communities into the EU regional development ecosystem through joint learning and innovation.

The concept may be further refined by the partners.
