According to the 1st call Guidelines for the Applicants should be non-profit making legal entity, however ministries and state owned companies having portfolio of public interest have exceptional status and are eligible. At the same time state-owned companies have to follow other eligible criteria set in the Guidelines (part 2 2. Eligibility of Applicants)
